The government may feel relieved after Monday's vote of confidence for Justice Minister Pracha Promnok, but there are some real problems that must be fixed by the Flood Relief Operations Command (Froc) which he heads.

Inefficient people must be replaced by experts who are well-versed in flood prevention and mitigation procedures. Political conflict and mistrust must also be removed to enable the Froc and the Bangkok Metropolitan Administration (BMA) to work together as a team.

Anger is rising among suburban residents whose houses have been heavily flooded for more than two months. Certain members of parliament have joined the fray _ siding with the flood victims who believe the BMA is retaining floodwater in their areas to keep inner areas of Bangkok dry.

Suspected corruption involving some Froc officials was exposed by the opposition Democrat Party during last Sunday's censure debate against Pol Gen Pracha. These allegations must be investigated by the government to maintain public confidence in its ability and honesty.

One key question raised by the print and social media is whether the flood crisis was caused by human error or by natural phenomena. Some foreign investors have said the damage caused would not have been so extensive had relief and prevention operations been efficient.

The government cannot ignore the opinions of these investors and other groups of affected people. By admitting its own mistakes and taking prompt remedial action, Froc can regain public confidence. This would help draw more support for its post-flood rehabilitation operations.

A new floodway would help prevent flooding in Bangkok

[BANGKOK] Researchers from a Thai university have come up with a proposal for a 'super express' floodway to help reduce the impact of future flooding on Thailand's capital, Bangkok.

The idea came from Chulalongkorn University's Unit for Disaster and Land Information Studies and would make use of existing irrigation canals that run in parallel to the Chao Phraya River.

Thanawat Jarupongsakul,Estate operators erect flood dykes against future deluges-hesco bastion, the leader of the study, said the team proposed to widen the canals and leave a kilometre-wide stretch of empty land alongside them. Motorways running to and from Bangkok would be raised six metres from the ground on both sides of the expanded floodway to act as its dykes.

He said the project would cost about 30 billion Thai baht (around US $1 billion) but, by utilising existing canals, would be much cheaper than digging a new waterway. It would also need less energy as it would mainly rely on gravity, rather than pumps,expanded wire mesh For the use of many industries, to drain the water, he added.

The expanded floodway could hold 1.6 billion cubic metres of water and it could drain about 500 million cubic metres of water a day equivalent of 2.5 Olympic-sized swimming pools a second.

This year's flooding in Thailand has been described as the worst ever, affecting over 2.3 million people.

Thanawat said that this is only one of the 11 non-structural measures that they are proposing to help Bangkok remain safe from severe flooding.

Other measures include: an overhaul of the disaster warning system; urban development control for Bangkok and new satellite towns; flood taxes and insurances and flood risk maps for urban development and city planning.

The researchers have also proposed: water management plans and ground water use control; climate risk and farming plans; water retention area conservation plans; disaster management plans; and a new disaster management agency.

"The floodway is good, but it alone can only partly help the city to deal with severe flooding,Flood prevention the easy way-wire mesh," admitted Thanawat. "It needs to be implemented with the other measures."

A source in the government's flood command centre said that senior officials were interested he team's super floodway idea but said that long-term maintenance could be a problem given that even maintaining the capacity of existing floodways is problematic.

Sutat Weesakul, director of research projects at the Asian Institute of Technology's School of Engineering and Technology, said the idea is good in principle as the city desperately needs a channel through which the floodwaters can flow through.

Prime Minister Yingluck expressed her deep appreciation to His Majesty the King for his advice on tackling the flood problem and giving her moral support to handle the situation. In response to His Majestys advice, the Prime Minister said that she had instructed relevant agencies to accelerate pushing floodwater out into the sea at seven major points, such as at Khlong Lat Pho in Samut Prakan province. The royal advice on water retention and reforestation would also be emphasized, as well as the policy on water management for 25 river basins nationwide. A master plan will be worked out for the medium and long terms in order to deal effectively with the flood situation.

The Prime Minister cited the ongoing flood situation, which began in July, as a very severe problem. The Government had granted permission for provincial governors to approve a fund of 100 million baht, an increase from 50 million baht, to cope with the flood problem. The Cabinet also offered compensation for flood-hit families and their farmland.

She urged water management experts to join forces with the Government in the water management efforts, saying that this issue is part of the national agenda and will involve both preventive and warning systems. She stated that, since the flood problem is related to the countrys geographical features, water management needs to be handled systematically for the entire country.

The Prime Minister spoke of the flood situation in her first weekly radio program "Yingluck Government Meets the People," broadcast on Radio Thailand on 1 October 2011.

The floods have claimed almost 200 lives. According to the Ministry of Public Health, about 33,000 people in 33 flood-hit provinces have been under stress. Special care has been given to the provinces of Lop Buri, Sing Buri, Sukhothai,镀锌铁丝, Uttaradit, and Phichit.

Prime Minister Yingluck said that the Government had opened the hotline 1784 to receive complaints and information from the general public. It has set up a war room to work around the clock in an attempt to handle the flood, storm, and landslide situations. After the floods subside, the Government will focus its attention on rehabilitation to quickly bring all affected communities to normalcy. The Ministry of Labor and the Ministry of Social Development and human Security were told to seek ways to generate more employment to help affected people. The Prime Minister said that the Government had received donations,metal etch, which amount to 363 million now, to assist flood victims.

Water flows from high areas to low. In the case of a major flood, this process can be slow and massively destructive or, according a group of Thai technical experts, it can be quick and relatively painless.

The Thailand Underground and Tunnelling Group has suggested the government invest around 200 billion baht to build a 100km-long tunnel under the eastern section of the outer ring road to prevent future flooding in and around the capital.

Suchatvee Suwansawat, TUTG chairman,Flood prevention the easy way-wire mesh, yesterday said the proposed tunnel should be built from Bang Pa-in in Ayutthaya to Samut Prakan province where the water would empty into the Gulf of Thailand. It could be completed in two years.

The tunnel would be designed as a double-deck underground structure, called a multi-service flood tunnel system, and would also be equipped with hydropower generators for power production, Assoc Prof Suchatvee said.

The upper deck would be used as a road under normal conditions when there were no floods or during minor and moderate flooding.

The lower deck would be used as a flood drain during normal situations.

During major floods, the upper deck would be closed to traffic and turned into a floodway to help speed up drainage of run-off.

Assoc Prof Suchatvee said a similar system should also be considered for the western part of Bangkok.

Large tunnels would be practical, more effective and thus the best solution to prevent major flooding over the long run.

Prasong Tarachai, former president of the Engineering Institute of Thailand said the underground flood prevention tunnel system should be built from Nakhon Sawan.

He also suggested integrating 20 state agencies involved in the water management system and creating a more accurate water information system.

"City planning should be revised to include floodways," he said.

Thailand tries to help companies, as floods spread-hesco bastion

Especially hard hit by the flooding have been Japanese companies, led byHondaandToyota, that were forced to close assembly plants in flooded areas. Some have complained they were not given timely and accurate information that would have allowed them to prepare for flooding.

Thailand's Board of Investment, which grants tax holidays and other privileges to investment projects, already has taken steps to mitigate flood damage, such as giving tax write-offs for damaged raw materials and easing rules on bringing in foreign nationals to help with recovery.

Prime Minister Yingluck Shinawatra has tried reaching out to Japanese businesses. Japan's ambassador accompanied Yingluck on an inspection this week in Ayutthaya,welded gabion box, just north of Bangkok,hesco bastion, where several flooded industrial estates have begun cleanups.

The floodwaters are trickling onto the main route south from the city, Rama II Road. If the water gets deeper, it will cut off the last dry highway to Thailand's south and likely swamp so-far unflooded areas of southwestern Bangkok.

On top of Thailand's political instability in recent years,Thai confidence at 10-year low; floods hit more firms-Flood Lines, the floods have raised the possibility foreign investment projects may relocate elsewhere in Southeast Asia.

BANGKOKThailand on Thursday offered more help to businesses affected by a national flood crisis as the waters spread deeper into Bangkok and risked cutting off a major highway.

New measures announced Thursday include allowing companies to temporarily outsource all manufacturing in order to maintain customer deliveries and extending by six months import tax exemptions on replacements for damaged machinery.
